50 Percent rise -- Sir Douglas Copland -- Sir Douglas estimates that total capital expenditure by private industry and individuals has to be stepped up 50 percent to £600-million a year. That's assuming each one of the 200,000 migrants requires £1000 of capital to install him. Cardinal Spellman Records His Poems - Francis Cardinal Spellman here reads "Resurrection" into a microphone at an RGA-Victor record studio, during the recording of six of his poems to be produced as a record album. With the exception of one poem, "Prayer For Our Times," which is unpublished, the poetry has all appeared in print. "Prayer For Our Times," which is to be published soon in a National Magazine, was written by Cardinal Spellman especially for the ceremonies at Forham University May 11, 1946, when President Truman received an Honorary degree. The other recorded poems are: "Our Sleeping Soldiers," written on Okinawa during a world tour of the battlefronts in 1945; "The Risen Soldier," which concluded an 8,000-word story bought for the movies. Named To Highest Bench -- Felix Frankfurter of Massachusetts, professor of the Harvard Law school, who was named by President Roosevelt today to be an Associate Justice of the United States Supreme court. Frankfurter was named to the vacancy created by the death last July of Benjamin J. Cardozo of New York. He has had a long legal background. His chief sponsor on Capitol hill was senator George W. Norris, Independent, of Nebraska, one of the leading liberals of congress. May 01, 1939.
