When David Cecil was recovering in hospital from a chest complaint, he was told to blow up balloons to strengthen his lungs. He did and he found that he could make the other patients laugh by twisting the balloons into animal shapes. Now, wearing "bald head" make-up and billed as Windy Blow, he is to appear in TV Music Hall on Saturday.
